Born in Macon County, Alabama on April 9, 1876. He was the mayor of Lakeland, a Florida Representative in 1903, State Senator from 1905-1907, and Attorney General from 1908-1913. He served as Florida's 21st Governor from January 7, 1913 until January 2, 1917 and then went on to become a United States Senator from 1917 until his death on May 8, 1936.
