I – John Black bought liquor at the WHITE SWAN pool room in Port Tampa, in the presence of Constable F. A. Howard.
Mr. Howard made no effort to arrest anyone, instead he ordered a drink which was given to him, in addition to a half pint which he placed in his pocket and walked out.
