MANAGEMENT RESEARCH INSTITUTE 719 SOUTH DIXIE WEST PALM BEACH, FLORIDA Temple 3-7133 DONALD A. HOFFMANN Executive Director WILLIAM F. GUTWEIN Labor Relations Consultant December 30, 1960 The Honorable Farris Bryant State of Florida Capitol Tallahassee, Florida My dear Governor: Congratulations on your election! May your coming years in office be rewarding, for the many hours of trouble, grief and pleasures you will experience. The continued growth of Florida will make your vast duties and responsibilities more interesting, and troublesome than any governor has ever experienced in this Sunshine State. You have our best wishes and support to get the job done. One of your fast growing early problems will be “what to do” “where to use them” and “what are their abilities?” I am referring to the fast growing Cuban Labor force that is springing up in Florida cities. These people must work to eat in most cases, and they must work to avoid getting into community trouble. I feel that a close review of this new labor market should be made as to their ability to fit into the Florida business and industry picture. This situation could become a pressing problem. Such a sampling cannot be done in a few hours or days. We offer you the services of our staff to find a solution and establish a pattern to help guide your administration on this and other problems, in the industrial relations field. I believe the usual technicalities can be worked out if you are interested in designating one of your able appointees to explore this situation in more detail. I have attached a copy of our new Board of Directors and staff members. Sincerely, Donald A Hoffman Executive Director DAH:lc Enc. cc: Jack Pridgen Al Hill

U.S. DEPARTMENT OF LABOR WAGE & HOUR AND PUBLIC CONTRACTS DIVISION
Pat Gillespie was our annual meeting speaker on the Wage & Hour Law. The reaction to his words of wisdom was excellent. Pat and I both know many of you have additional questions and might be able to use some from the department to be a speaker at some of your other business meetings. With 4 to 6 weeks notice they will be happy to speak to any management group. They want all businessmen to understand the law and comply to its many phases. The following are a list of their representatives in Florida. Feel free to contact them and express your desires.
