General Note
During the 2000 presidential election, Florida Secretary of State Katherine Harris chose to enforce Florida Statute 102.111, which states the Elections Canvassing Committee shall meet on November 14 after a general election to certify the election returns. This decision drew public criticism from those who believed all ballots should be counted before certifying the election and led to multiple lawsuits.
