Refugees from Cuba are pouring into South Floirda at a rate of more than 1,000 per week. To date, more than 80,000 of them have arrived. Their presence is breeding some trouble and a great deal of disagreement, centering mainly on two points: what kind of effect are the refugees having on Miami... and what should be done with them?
