Lieutenant Henry Randall of the Florida Highway Patrol reports to Colonel Henry Neil Kirkman, Director of the Florida Department of Public Safety, on a series of arrests of civil rights demonstrators at the Monson Motor Lodge in St. Augustine, as well as a subsequent conversation between law enforcement officers and local white leaders demanding that the officers do more to keep African American demonstrators off private property.
